But we believe that building safer communities goes beyond just handing out a whistle — it requires education, trust, inclusion, and joyful participation from families, schools, and neighbourhoods.
Empowerment Through Education
Our approach blends early intervention and emotional awareness with age-appropriate tools:
- A high-quality FOX40 whistle for calling out in emergencies
- A breakaway lanyard for safety and accessibility
- Creative materials like colouring pages, song lyrics, and pledge cards to reinforce the message
- Parent and caregiver resources in both English and French
Children learn when and how to use their whistle properly — not for play, but as a lifeline when they need to be heard.
Consistent Engagement, Year-Round
While the program launches with Santa and Mrs. Claus during the holiday season, our work continues throughout the year. We tie into special community celebrations — like Family Day, Easter, Halloween, and Canada Day — using themed materials and activities to keep safety top of mind.
We also promote a Daily 4PM Whistle Check, where children blow their whistle three times to ensure it’s nearby, working, and ready. This daily moment builds routine and reminds them they’re never alone — someone is always within earshot.

How a Whistle Became a Symbol of Safety, Hope, and Community
The Whistle Safe program began with a simple, heartfelt conversation at the North Pole. Mrs. Claus turned to Santa one winter evening and said:
“This year, let’s give children more than toys — let’s give them the gift of safety.”
